Operationalising rights-based care
Australia’s aged care reforms are reshaping how rights-based care is understood, delivered and sustained. Our research shows that rights-based care is not a standalone concept. It sits within a changing sector marked by increasing care complexity, workforce pressures, demographic change and stronger community expectations.
Our evidence review highlights that context matters. Rights-based care needs to be applied in ways that reflect each service setting, workforce profile and population group. This means moving beyond broad principles and focusing on practical, locally responsive approaches that support older people’s rights in everyday care.
